ABSTRACT

The intention of this investigation was to determine the organizational, technological and legal factors that affect the development of the Electronic Government in the mayorship of the Carirubana Municipality, as well as to determine the existing digital breach in the citizens who live on it proposing strategic guidelines to develop the electronic Government. The investigation is of descriptive type of field. The used methodology was divided in phases and activities that generated entrances and exits that were used in the later activities, concluding that the existing digital breach in the use of Internet in the citizens is 82%, and it is this determined basically by the economic level of the people, the access to the technology and of the knowledge in the handling of Internet, also influences the educative level of the citizens of the Carirubana municipality. On the other hand the services of greater demand on the part of the public are the payment of “ejidos” and request of the official document.
