ANALYSIS OF MODELS OF STRATEGIC MANAGEMENT FOR IMPLEMENTATION OF ELECTRONIC GOVERMENT AND NOTAIRES PUBLIC RECORDS

ABSTRACT
The Technologies of Information as tools are useful to form structures and models of public management to offering a unique, agile, efficient answer to the populace. The general mission of this study was to establish a Model of Strategic Management for the Implantation of Electronic Government in Registry and Notaries of the Zulia State. The same one will serve as guide for other public offices that have the necessity to provide an Electronic Government to their general population. The investigation was defined as the modality of Field and descriptive type, with a type of nonexperimental, transeccional design. The population was constituted by Registry officers, Notaries and employees of Public Registers and Notaries of the Zulia state. A questionnaire was used as s instrument of data collection, which was applied to a sample of 21 Registry, Notary officers and 92 employees of the different Registry Offices from the Zulia State. The technique of analysis of data selected was the analysis of the variance and T-test. The results indicated the nonexistence in the formulation of objectives at management level (16,66%), debilitating this way the strategic management in Registers and Notaries, for which it is recommended to establish a model strategic to follow for the implantation of Electronic Government in Public Registry and Notary offices.
